Supervise the Upper Stage Element/Shuttle Propulsion team within the Ares Projects and Shuttle Propulsion Directorate. Provide systems and project engineering support to the MSFC Ares Projects Office Upper Stage Element Office and the Shuttle Propulsion Office via Jacobs ESTS Task Orders (TOs). Provide technical and administrative leadership and use team management expertise to perform the following duties: assure all safety training requirements are met and all team members function in compliance with policies and procedures; provide team employees with work direction; plan and coordinate task work conducted within the team; ensure team members deliver technically correct, quality products; monitor technical progress and client satisfaction on TOs; assess team Task Order financial status; review and approve deliverables, task revisions, product quality plans, and monthly activity reports to ensure accuracy and compliance with objectives; pursue new business activities; maintain employee awareness of the importance of client satisfaction; provide on-the-job training and assist in problem resolution; identify and recommend training opportunities for team members; coordinate personnel requirements; recruit and interview potential employees; conduct performance evaluations; implement the ESTS Group Quality (ISO) and Safety Systems; review and approve employee travel requests, training requests, and expense reports. Work closely with the Task Order Initiators and their Resource Management Office personnel to ensure that technical, budget, and schedule expectations for Task Orders within their purview are meeting expectations and project guidelines. Manage subcontracted support by developing Statements of Work, generating Sole Source justifications (if required), analyzing subcontractor proposals/quotes, and reviewing and approving subcontractor invoices. Provide APO Upper Stage and/or Shuttle Office technical support based on an assigned task. |
| Job duties: |
BS degree in an Engineering discipline from an ABET accredited institution and a minimum of 13 years applicable experience is required. Experience must include a minimum of 8 years of experience associated with system engineering, project engineering and/or system integration. Excellent planning, organizing, scheduling, and resource allocation skills are required. Excellent interpersonal and communication skills are required. Proficiency with Microsoft Office applications, especially Word, Excel, and PowerPoint is required. Experience in task order management using the Jacobs Enterprise Management System (JEMS) is preferred. Previous Ares Projects Office and/or Upper Stage project experience is preferred. |
