The Leasing Manager is responsible for managing the operations of initial lease-up for all CHCPMC-managed properties as well as providing management assistance to the leasing efforts of existing CHCPMC-managed properties. The Leasing Manager works with the Compliance Manager and other senior CHCPMC staff to ensure that all initial lease-up activity meets regulatory, occupancy, income, and rental restrictions.
Essential Functions / Key Responsibilities:
- Work closely with the Supportive Housing Program Director, Compliance Manager, and other CHCPMC staff and third-party collaborators to ensure a smooth occupancy process for initial lease-up at properties.
- Maintain correct unit mapping and ensure accurate unit allocation throughout entire lease up per guidance of senior PMC staff.
- Assist with hiring, training and monitoring leasing staff.
- Assist with securing publicly accessible spaces to be used for the application and interview periods.
- Coordinate outreach efforts and maintain outreach and mailing lists.
- Create and coordinate distribution of advertisements and outreach materials.
- Coordinate and oversee the application periods.
- Generate and oversee the timely mailing of all correspondence to applicants, agencies, caseworkers, etc.
- Schedule, manage, and coordinate the leasing process from application and initial interview to move-in and final file review in collaboration with senior PMC staff, the Verification Manager, and other leasing staff.
- Generate internal status reports (i.e. number of files in process, number of households approved, number of households denied/withdrawn, number of appeals received/approved/denied, etc.) as requested.
- Provide narrative reports to identify lease up obstacles for projects.
- Complete appropriate reporting forms for funding agencies.
- Attend occupancy and transition meetings, as requested.
- Document best practices in initial leasing efforts and revisit/revise at the completion of each initial lease-up.
- Document and update best practices in leasing and marketing for all existing CHCPMC-managed properties. Provide training and guidance to site staff on these practices.
- Provide targeted leasing assistance to existing CHCPMC-managed properties that are experiencing leasing challenges and that require additional assistance to meet occupancy, revenue and resident retention targets. Work closely with the Director of Property Management and the relevant property supervisors and site management staff on these assignments.

| Req. candidate profile : |
Qualifications:
- 3+ years of property management experience, including at least 2 years of managerial experience.
- Demonstrated experience with successful lease-up of newly completed or substantially renovated affordable housing properties.
- Bachelor’s Degree, or 5 years equivalent experience.
- Demonstrated experience and strong knowledge of Federal and State fair housing law and Federal and State landlord-tenant law and procedures.
- Demonstrated experience and strong knowledge of the current revision of the HUD 4350 Handbook and various programs (including Project-Based Section 8 and 202 PRAC), and Federal Tax Credit Program as well as California Tax Credit Allocation Committee requirements.
- Excellent communication, managerial, organizational, and leadership skills.
- Ability to see the larger picture and manage multiple functions and personnel.
- Proficient with PC computer environment; MS Office (Word, Excel, Outlook).
- Valid California driver’s license and availability of an insured vehicle to travel with the Bay Area/CHCPMC service area.
Desired Requirements:
- HUD Certified Professional of Occupancy (CPO) or other comparable training and certification.
- Housing Credit College National Compliance Professional (NCPe) or other comparable tax credit training and certification.
- Knowledge of other regulatory programs, such as HOME, MHP, MHSA, Shelter Plus Care, etc.
- Experience with affordable housing properties with resident services or service-enriched housing is helpful.
- Experience with challenging or troubled properties is a plus.
