Primary Responsibilities:
- Work with the local staff and government officials to develop annual project workplans and oversee the implementation of these plans;
- Develop documentation required to ensure proper registration of NGO and tax exemption status in country;
- Maintain regular contact and maintain relationships with Government Ministry, non-profit organizations and community leaders working in the area. Facilitate meetings and develop Memorandum of Understanding between groups as necessary;
- Ensure appropriate staffing. Coordinate with local authorities regarding human resource recruitment, job responsibilities, salary support and performance based evaluations;
- Work with Ministry of Health and local health authorities in identifying and hiring project staff. Obtain all information regarding local labor laws, pay-scales and contract obligations;
- Work with clinical and administrative teams in Boston and Rwanda to develop job descriptions for all positions. Help to develop organizational structure with appropriate chains of command and supervision for all positions;
- Identify, replicate and work with clinical team to educate staff on national clinical and training protocols;
- Coordinate with training team to prioritize and organize on site trainings for patients, accompagnateurs and staff. Work with PIH training team to implement current training tools and to adapt materials for Rwanda;
- Implement protocols/policies for standardizing daily operating procedures;
- In coordination with Boston based financial team, assist local financial team in developing sound financial systems. This includes but is not limited to proper invoicing, expense documentation, monthly reconciliations and quarterly financial reports;
- Track all expenses per budget allocating expenses to appropriate programs and donors. Provide regular progress reports on project goals per strategic plan. Provide financial, narrative, and oral reports to PIH leadership and donor organizations;
- Coordinate both the local and international procurement of resources needed for the medical care of HIV & TB patients, and for the smooth functioning of the project;
- Develop stock management systems to track consumption of medications, consumables and other products. Share consumption reports with Boston based procurement team to develop systems for accurate forecasting and supply chain management;
- Work with local and international monitoring and evaluation teams to identify and establish means for accurately recording and reporting site and patient statistics;
- Oversee local data entry and monitoring and evaluation teams. Work with team to assess patient records and program data to support program evaluation and development. Ensure all local and national reporting requirements are being filled accurately and in a timely manner.
- Communicate with local authorities to provide regular progress reports and establish working collaboration across all program activities;
- Coordinate schedules of Rwanda and Boston based physicians, residents, research, project staff, volunteers and other visitors. Provide on-site support to these staff;
- Integrate Rwanda project activities with other PIH projects, provide regular project updates to Boston offices, maintain contact with other project sites and participate in semiannual site exchange workshops;
- Contribute to project related proposal development, budget planning and program reporting;
- Create, maintain, and adjust systems for coordinating, monitoring, and tracking all project activities and for ensuring that they are successfully completed and on schedule.
- Develop additional program plans or concept papers as necessary for internal use in project, donors or upon government request;
- Identify national requirements for VISA and ex-pat medical registration, assure all staff has proper documentation to be living and working in country;
- Work with PIH clinical and research teams to identify and prioritize operational research agenda;
- Determine availability of local maps and population statistics, establish early catchment and population mapping strategies if such resources do not exist;
- Facilitate weekly update calls with Boston team and submit weekly reports highlighting important program updates, meetings and visitors.

Additional Qualifications:
- Fluency in English and French required;
- Masters Degree in Public Health Administration or related field preferred; minimum educational requirement is an undergraduate degree;
- At least three years of relevant administrative, research, and project management experience with international projects;
- Prior experience in supervising staff;
- Prior experience working in Africa, HIV and TB treatment a plus;
- Proven exercise of good judgment, political astuteness and tact;
- Ability to think clearly and act decisively in a fast-paced, high-pressure environment;
- Experience with grant report narrative and financial reporting;
- Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants;
- Strong communication, organizational, and writing skills;
- Interest in social justice and health care issues;
- Ability to relocate to Rwanda
- Minimum 2 year commitment, renewable annually.
