Children’s Home Society of Washington (CHSW) is the state’s oldest statewide, private, not-for-profit organization serving 30,000+ children and families each year. CHSW provides a family friendly, team-oriented work environment that appreciates motivated, innovative leadership.
Program Manager has responsibility for project start-up and implementation of a new CHSW program SPARK (Strong Partners and Relationships for Kids). This program, funded in part by a five-year federal grant from the Office of Head Start/Administration for Children and Families, is designed to improve the future of the children by providing skill-building, relationship enrichment classes to parents and partners to help develop the skills and knowledge necessary to form and sustain healthy relationships and build strong families.
The Program Manager must ensure that the program meets or exceeds all required outcomes and financial objectives, is in compliance with best practice standards and applicable federal, state and local requirements, develops, strengthens and supports program partnerships and provides quality services to all enrolled families. The Program Manager will supervise group facilitators and 2 Coordinators.
Duties And Responsibilities:
- The Program Manager will be responsible for the following program areas Management
- Ensures development and implementation of program operations and systems including: program management and oversight, fiscal management of program resources budget development and monitoring, compliance with federal requirements, and documentation of match requirements. Also, ensures that all records and statistics are appropriately maintained.
Outreach and recruitment:
Develops an Outreach, Recruitment and Marketing plan and with the assistance of the Coordinators will market SPARK training to possible participants at all sites
Quality service delivery:
Ensures enrollment, screening, group facilitation, training, childcare, referral and coordination of care, program evaluation and dissemination of results meet or exceed best practice standards and applicable federal, state and local requirements.
Staff and Volunteer Supervision:
Administers an effective Program team, with appropriate provisions for success in place, and ensures that all supervisory practices are in accordance with CHSW policies and procedures, state, federal, and local government regulations and requirements.
Advisory Board Support:
Facilitates the success of the Program’s Advisory Board; recommends programmatic changes and additions to the Board to ensure effective program operations and fiscal management and plans for and supports effective Advisory Board meetings and discussions.
Coordination of Program Services:
- Coordinates Program activities with CHSW Early/Head Start Program and community partners and works with community partners to develop a responsive referral system to address the identified needs of Program families.

Qualifications:
- Master’s degree in Marriage and Family Therapy, Social Work or related filed plus five years of successful managerial, administrative and supervisory experience.
- Proven facilitation and team building skills including facilitation of large and small group trainings.
- Understanding of issues related to domestic violence and substance abuse.
- Demonstrated written and verbal communication skills.
- Proven leadership and interpersonal skills, including the capacity to successfully lead diverse groups to achieve a collaborative purpose.
- Proficient in MS Windows, Office Suite and Outlook
- Experience managing federal grants.
- Previous training in or knowledge of Loving Couples Loving Children and Head Start a plus
- Bi-lingual Spanish/English preferred
