Job description
Job description: The individual will serve as the principal point of contact with the Strategic Planner and other USAID staff on the design and implementation of MSI’s activities under its agreement with USAID’s Office of HIV/AIDS. He/She will assist that office to maintain and improve its performance monitoring and information system in support of the Bureau’s and field missions’ goal to provide treatment, care and prevention services for people living with AIDS or affected by AIDS.

Tasks and Responsibilities:
  • Work directly with Missions and partners, on behalf of Global Health (GH) to strengthen their implementation and monitoring of compliance with HIV/AIDS legislative requirements.
  • Provide training to USAID and partner staff worldwide, including staff in GH/OHA, to increase awareness, and improve implementation, of legislative requirements and compliance monitoring.
  • Develop, share, and apply training materials and monitoring tools including training presentations, an e-learning course on compliance monitoring, model questionnaires, checklists for site-visits, and interview protocols.
  • Assist in the execution of annual compliance training phone calls to all Missions with HIV/AIDS activities.
  • Mobilize technical experts for review and in-country assessments of Mission controls for implementing and monitoring the applicable HIV/AIDS requirements.
  • Maintain global tracking instruments for formal and informal compliance-related training, correspondence, and monitoring activities.
  • Spearhead the development of annual implementation plans that include a start-up workshop, performance targets and a timeline.
  • Develop and/or revise tools for monitoring and strengthening compliance including model questionnaires, checklists, interview protocols, presentation materials.
  • Compile a set of resources of contractor, country and mission materials and best practices (clearing house/repository function).
  • Assist in periodic reviews and assessments of strengths and weaknesses in Mission controls for monitoring and implementing HIV/AIDS assistance requirements. Develop recommendations for addressing weaknesses.
  • Develop and/or revise global tracking instrument and processes of mission compliance for HIV/AIDS programs.
  • Train Mission and regional staff on compliance measures.
  • Assist Missions to design specific Mission assignment plans.
  • Produce semi-annual and annual reports containing brief, accurate descriptions of tasks performed during period of performance.
Req. candidate profile : QUALIFICATIONS:

MA degree with five or more years of experience in monitoring and international public health, preferably HIV/AIDS. Must have outstanding organizational skills, experience working with USAID/Washington and field missions, strong analytic skills, good written and oral communication skills, and be willing to travel.

  • Skilled in design and implementation of monitoring, evaluation, and reporting systems.
  • Skilled trainer and facilitator.
  • Ability to travel internationally.
