The Director, Public Policy will lead GMHC’s public policy analysis, research and advocacy efforts in support of science-based prevention, treatment and care policies toward HIV/AIDS and substance abuse. Also work on health care access and health disparities, equality for lesbian, gay, bisexual and transgender (LGBT) people, racial and economic justice, gender inequality, and other related issues. Build GMHC’s profile as an authoritative source of social science research and policy analysis in partnership with other GMHC staff and researchers in academia and elsewhere. Specific responsibilities include establishing strategic public policy advocacy priorities and driving national agenda for HIV/AIDS policy in the United States, directing social science research and policy analysis by convening a regular series of community fora, as well as publishing social science research on populations affected by HIV/AIDS and policy solutions, in partnership with academic and other researchers.
The Director will work with the Managing Director for Public Policy, Research and Community Health to implement state-of-the-art online advocacy technology to educate policymakers about the need for effective, rational, science-based policies toward HIV/AIDS and other issues, and will lead efforts to make HIV/AIDS a central policy concern in Congressional and Presidential election cycles, and a central ongoing policy concern in elections to city and state office. The Director will develop policy and budget analysis of potential funding streams to support community education targeting men who have sex with men, and women of all sexual orientations, through culturally appropriate social marketing materials to effectively deliver health messages and confront social norms related to HIV risk, substance use and stigma.

| Req. candidate profile : |
Master’s degree in Public Health, Public Policy, Public Administration or related field, or J.D. is required. Ph.D. preferred. Significant experience in public policy analysis and social science research (including quantitative methodologies) required. Strong management skills and ability to lead required. Knowledge of HIV and health policies and related political and human rights issues required. Demonstrated success working with diverse communities and working together across differences toward shared goals required. This includes diversity of race/ethnicity, class, gender, age, political perspective, ability, sexual orientation, religion/no religion, and citizenship. Experience working in and/or lobbying federal, state and local governments preferred. Experience designing and developing successful grant proposals, and experience in program evaluation preferred. The Director will have excellent writing skills, interpersonal skills, public speaking skills and comfort with delivering expert public testimony. The ability to work with, motivate and develop policy with colleagues, the Board and key volunteers, and to interact effectively with the media are musts. |
