Job description
Job description: WATSAN PROGRAMME MANAGER
SOUTH SOUDAN (WEST) -ALEK – West/South Sudan
Duration*: 1 year

* Positions are normally for 1 year but are dependent on funding. It is possible that ACF only has confirmed fun

Basic position description, General Objectives:
1. To recruit locally staff for implementation of the water and sanitation program in the district
2. To initiate and complete implementation of the wat-san activities in time (construction, rehabilitation, training)
3. To supervise and coordinate the ECHO project wat-san activities
4. To write the donor project reports in time for submission according to the already pre-established deadlines
5. To supervise the selection of contractor if necessary and purchase of materials, etc.
6. To collaborate with AAH team and locals authorities, partners (UNICEF/WES etc) in the field.
7. To manage and supervise wat-san staff under the ECHO project
8. To capitalize information
9. To write reports on the regular basis to the line manager
10. To take part in writing proposals for wat-san activities if requested
11. To proactively ensure that the budget is adhered to and where no budget may exist find solutions together with the administration team

DETAILED OBJECTIVES OF THE POSITION

Objective 1: Adapt, plan and follow the implementation of the different activities according to the objectives of the operation

Responsibility 1: Manage assessment, vulnerability mapping and proceed to selection of beneficiaries in a integrated approach with Food security and Health department

Activities: - Define area of intervention according to ACF strategy, Humanitarian context and food security and health needs
- Organize survey and Joint assessment with Humanitarian partners and governmental agencies in
order to prevent gap and overlapping
- Manage geological (and geophysical) surveys if needed.

Responsibility 2: Manage the community development process to assure the sustainability of the facilities implemented by ACF

Activities: - Ensure that the community approach and development methodology is applied by the social worker (Community Developer Officer)
- Ensure efficient hygiene promotion session and distribution of hygiene kit.
- Define training needs for committee in charge of the management of the facilities implemented by ACF
- Ensure proper handover to community and link with governmental agencies I charge of water resources.

Responsibility 3: Organize and follow the physical activities with your line supervisor in order to ensure there realizations with respect of ACF mandate, work schedule and ACF quality standard

Activities: - Rehabilitation and maintenance on 30 non-functional Borehole
- Water point or network rehabilitation
- Water analysis and quality testing
- Latrines construction (at least 70 structures)

Responsibility 4: Organize a taskforce for emergency response

Activities: - Define ACF capacity and plan ACF commitment with local authority in a emergency task force, for Cholera breakdown for instance

Objective 2: Manage the project respecting ACF procedures

Responsibility 1: Manage the Watsan human resources

Activities: - Assure that Human resources are adapted to the needs of the program, provide technical support.
- Recruit (prepare job description), organize and manage the Watsan department according to needs of the program
- Ensure safety risks are minimized and working conditions are appropriated
- Define training need and plan session according to the program needs.

Responsibility 2: Logistic management

Activities: - Ensure that ACF equipment (machine and laboratory apparatus) are properly used and maintain
- In close collaboration with your assistants,admin/log do monthly material request
- Support logistic in the follow up of Watsan stock management

Responsibility 3: Budget management

Activities: - Assure a constant follow up that expenses are fitting with budget
- Submit a monthly cash forecast according to needs and budget constrains

Objective 3: Represent ACF at local level

Responsibility 1: Represent ACF in the local interagency coordination

Activities: - Participate to meeting in WES office
- Liaise with others partners and local authorities

Objective 4: Capacity building of governmental agencies and national NGO
Responsibility 1: Technical advisor for water and sanitation

Activities: - Organize workshop on ground water management, community approach and water quality testing in close collaboration with the watsan coordinator
- Involve in local agencies and partner in training


Objective 5: Reporting and capitalisation of the work accomplished

Responsibility 1: Technical and situation report

Activities: - Produce a monthly technical and situation report
- Produce intermediate donors report
- Produce end of operation report for the donors
- Produce end Ensure adequate updates and report writing in accordance with Nairobi requirements.
- End of mission report.

Responsibility 2: Capitalisation of the work

Activities: - Ensure that accomplished is properly recorded in database
- Produce assessment report or any document that contribute to the improvement of the operation
- Develop/improve formal methodology of operation
- Develop a maps of the operation (in collaboration with other department)
- Produce a Hand over and End of mission report

QUALIFICATIONS

Education / specific degree / special skills:
 Good Skill to set up methodology and guideline;
 Experience on strategy set up, use project cycle tools;
 Water Engineer/Hydro geologist or other equivalence, experience in drilling desirable
 Communication skills (diplomacy) especially with local authorities and employees
 Very Good Management skills
 Ability to solve problem independently with efficiency
Humanitarian field experience requested : Not mandatory but highly appreciated
