Primary Function:
Technical Project Management Develop a sound understanding of
relevant business processes in order to most effectively create
software applications. Manage the Build phase of the overall software
development lifecycle, including the specific development activities
and collaboration between internal and external development resources.
Provide technical support to users.
Technical Design
Apply structured analysis and design techniques to
translate high-level design specifications into detailed design
documents that utilize the most appropriate technology and design
patterns available. Work closely with business analysts to ensure
alignment between functional design and resulting software produced.
Application Deployment
Work closely with the infrastructure and software development teams to define and document development
standards, perform code reviews, and prepare technical documentation.
Manage the overall application build and code promotion processes.
Application Programming Create and document structured code that is
easily maintained by other programmers. Design, develop, test, and
document custom Microsoft.NET applications. Test and debug programs
and ensure that all the code follows IT technical standards.

Degree in Computer Science or a related field, or other degree plus
relevant Information Technology experience.
A minimum of 3 years professional Information Technology experience
with a minimum of 1 year of hands-on experience as a developer in a
corporate environment. This experience must include all aspects of
development including: detailed design, database development using
stored procedures, UI and report development, source code management,
testing, documentation, deployment, maintenance, and user support.
Good interpersonal skills and the ability to work closely with the
server/networking team, IT development staff, and functional teams.
This person must be able to effectively document and cross train
others on all critical setup, configuration, and support procedures.
Role Specific Requirements:
The candidate must possess a thorough technical understanding of the
tools within the Microsoft.NET Framework, as well as within the ESRI
application development toolset. This should include skills in
creating ASP.NET and desktop applications with a rich GIS technical
and functional footprint using C#, ADO.NET, ASP.NET Web Services,
Crystal Reports, SQL Server Reporting Services, Microsoft SQL Server
stored procedures, ArcSDE geodatabases, ArcObjects, ArcServer, and
ArcIMS.
This experience should encompass all areas of software development
including security, user interface, reporting, database access,
inheritance schemes, implementing business logic, and deployment
architecture in order to create applications that are stable,
scalable, and easily maintainable. Must be able to effectively create,
document, and perform detailed application testing. Skills with Java
and/or Visual Basic 6 are a plus but are not required.
Other Requirements:
Must have excellent organizational abilities, written and oral
communication, and interpersonal skills. Must have a proven ability to
operate and effectively communicate while under pressure; as well as
the ability to manage a diverse workload and work under time
constraints with minimal supervision.
