NMSU Carlsbad is a two-year community college campus of New Mexico State University. NMSU Carlsbad is a Charter School in the Academic Quality Improvement Program (AQIP) of the Higher Learning Commission of the North Central Association.
Duties and Responsibilities:
The Vice President for Business and Finance is directly responsible to the campus President and will serve as a member of the four-person administrative executive council that directs major decisions and strategic planning for the campus. The VP for Business and Finance is responsible for preparing and monitoring the campus's annual operating budget within guidelines prescribed by the New Mexico Higher Education Department and New Mexico State University; advising the President on all financial and fiscal matters; working with departmental managers and directors in preparing the annual operating budget and fiscal planning activities; coordinating and maintaining the facilities and grounds; analyzing and resolving problems within area of responsibility; presenting requisite information to both internal staff and external constituents; maintaining accurate and orderly records; using independent judgment and initiative to enhance operational efficiency; analyzing and evaluating information; approving expenditures for the campus; interpreting and applying contract and purchasing regulations; monitoring and assisting in the administration of grants and contracts, providing financial data for proposals; and other duties as assigned by the Campus President.

Qualifications:
Minimum qualifications include a Master's Degree from a regionally accredited institution of higher learning in Business Administration, Accounting, Marketing, Finance, or a closely related field. Masters degree must be in-hand by hire date. Additionally, Eight (8) years related professional experience required with four (4) years supervisory experience in Business, Higher Education, or Government / fund accounting preferred. Professional credentials including Certified Public Accountant (CPA) or Certified Management Accountant (CMA) certification(s) is preferred. Effective verbal and written communication skills and strong public relation skills are required. Knowledge of principles of supervision, training, and performance evaluations are required to effectively direct, evaluate, train, and supervise the work of assigned personnel in the Campus Business Office, Campus Bookstore, Campus Information Systems and Networking, and custodial and facilities departments within the campus. Ideal candidates should also possess knowledge of computer networks and communication systems; the New Mexico Higher Education Department's funding formula for public post-secondary institutions; fiscal and strategic planning; microcomputer applications; capital outlay, major construction, and building repair and renewal projects; and budget preparation and monitoring experience with both restricted and unrestricted funds. Work experience within a community college setting is also preferred.
