Provide support to the Executive Director of Accounting Services / Comptroller in planning, organizing, implementing, and controlling the fiscal activities of the fiscal control section of the system.
Responsibilities:
Responsible for assisting in the leadership, management, and control of the College's district-wide accounting functions. Perform various tasks in support of the College's accounting system that requires the understanding/regular use of generally accepted accounting principles (GAAP) and decision making based upon a formal body of knowledge concerning accounting concepts, methods and procedures. Oversee the operations of the Payroll functions to include all federal and state reports; reporting and compliance; prepare various reports for management purposes based on payroll information. Oversee the operations of Accounts Payable functions to include check preparation and disbursement, and reports produced in Accounts Payable. Supervise Grant Accountant and monitor accounting and reporting for all restricted funds (e.g. federal, state, and local grants). Maintain fiscal compliance with all restricted funds, grant and contract rules and regulations. Supervise and review the performance of clerical staff, work assignment and review, employee evaluation and discipline and making hiring and termination recommendations. Assist Director of Purchasing in maintaining and reconciling district fixed assets and inventories. Analyze automated and non-automated financial processes and recommend enhancements and/or improvements. Gather and compile financial and statistical data; prepare and provide financial information and reports for users. Assist Director in training staff accountants. May perform other duties commensurate with the functions and level of the position to include the recruitment and retention of students.

Qualifications: The knowledge, skills, and abilities required to perform this job include, but are not limited to the following:
Education:
Bachelor's degree in accounting or a related area with accounting course work
Experience:
- Three (3) years of progressively responsible professional accounting experience.
- Knowledge of the general principles and practices of financial or fund accounting e.g. ledger/journal entries, fund encumbrances, budget/inventory control, preparation of standard/periodic financial reports and process the major functions of the College.
- Knowledge of Federal, State and local laws, rules and regulations pertaining to financial reports and records.
- Mathematical and record keeping skills necessary to proof a variety of financial transactions, verify accuracy, match against documentation, code to proper accounts, prepare necessary forms, post transactions, reconcile balances, and generate a variety of financial reports.
- Skill in the operation of computer accounting systems, word processing applications and spreadsheets.
- Ability to work independently or as part of team to apply workflow processes to meet deadlines imposed by fiscal cycles.
- Skill in communicating both orally, in writing, and in providing information and training to staff, students, or the public.
- Effective interpersonal skill as applied to interaction with a culturally diverse populations, college administrators, faculty, staff, students, and the public
- Ability to analyze situations, develop solutions, and make independent decisions based on established guidelines.
- Knowledge and skill in specific processes, polices, and procedures concerning fiscal control/processing operations.
- Ability to apply a variety of management and leadership techniques to ensure effective and efficient operations.
